There's a couple popular access locations situated alongside the Chena River as it winds its way through Fairbanks, and on any given day there's people gathered together in small flocks engaging in the time-honored ritual of feeding the waterfowl bread.
It might be an iconic family activity but it really needs to stop: besides habituation issues it can be a real bummer deal for the birds ("enough with the quakery"). If you find yourself getting mad about this suggestion, perhaps the soothing sounds of the Seventies will assuage your feelings:
