There are a couple versions of this golden oldie from the feature when it went under the title "Freeze-Frame." The original cartoon (posted below) first appeared in print in the Fairbanks Daily News-Miner back in 1990. It was done with Flair pens on regular xerox copier paper, and the halftone shading added using Zip-A-Tone transfer sheets.
About a dozen years later it was redone as a vectored image and shading done on the computer: the latest incarnation is essentially the same except for rescanning the line art for slight repositioning and enlargement plus tweaking the text.
